各位朋友:
四年的立法會工作,已暫告一段落。我見到,經過業界的不斷凝聚和努力,終於令政府打開新局面,我萬分感激!
政府從以往的「積極不干預」,已有所改變,開始有產業定位,肯定了「創新科技產業」的重要性,落實數據中心及雲運算產業的發展,又承諾設立「科技及通訊局」,總算踏出第一步。至於充分掌握和反映市民和業界的期望,繼續監察和督促政府做實事,好好落實,加強中港兩地的溝通與合作,將香港的專業服務覆蓋至內地,並協助內地企業用香港作平台「走出去」,令ICT專才發展,為中小企創造機遇,是新一屆立法會業界代表的重要工作。
香港一直以公義、平等和保障言論自由作為我們的核心價值,大家都期望整體社會更多元、更開放。我會繼續聯同各界,一起捍衛和鞏固這些核心價值,落實網絡化的公民參與。
我今日已報名,參與競選連任,希望憑著自己的誠意和努力, 繼續得到選民的信任、認同和支持,也期待大家繼續監督、批評及提點。只要業界團結,凝聚力量,ICT必定可以成為我們的鑰匙,開啟新局面,做新經濟話事人。

Unite, Collaborate & Innovate to Become Our Own “Bosses” in the New Globalised “Knowledge-based Economy”
Dear friends,
The four year term of LegCo has come to an end. As a LegCo member, I have witnessed close collaboration within the IT industry. I have also witnessed the beginning of changes within Government. I am pleased to have the opportunity to work with you and I am very grateful for your support in the last four years!
The new beginning I mentioned is that the Government seems to have abandoned the “Positive Non-intervention” policy. Emphasis is now put on “Industry Development”. In the last couple of years, we have seen the implementation of the “Data Centers” and “Cloud Computing”. The new Administration also has plans to establish the “Technology and Communications Bureau” -- after four years of hard work, Hong Kong has finally taken an important “First Step”. In the next four years, the LegCo member of the IT-Sector will need to continue to understand and reflect the expectations of the industry and the general public. If re-elected, I will continue to monitor and urge the Government to do solid work and implement solid industrial policies, to strengthen communications and cooperation between Hong Kong and the Mainland, to promote our professional services to the Mainland, to help the Mainland enterprises use Hong Kong as a platform for “going out”, to assist in developing talents in the ICT industry, and to create opportunities for SMEs and technology start-ups in Hong Kong.
Since the founding of Hong Kong, “Rule of Law”, “Justice” and a sense of “Fairness” have always been important to us. These, together with “Democratic Values”, “Freedom of information” and “Freedom of Speech” are our core values. Hong Kong is a diversified society and I hate all injustices – particularly unfair treatment of our young people and of SMEs. This is why I hope I will have the opportunity to continue to work with you to protect our core values, to assist the development of the civil society through the ICT sector, to help development of a more vibrant ICT industry and a more open, fair and democratic Hong Kong.
I have registered for re-election today. Through my sincerity and hard work, I hope I’ll continue to have your trust and the support of the IT Sector. In the next four years, I look forward to being monitored, to be criticized and to be directed by the electors of the IT Sector and the wider community of Hong Kong. I truly believe that the industry can develop together and I will do everything I can to unite, collaborate and help turn the ICT industry into a “key” to unlock the new “Knowledge-based Economy” as I truly believe that the ICT Industry and Hong Kong can become the “bosses” of our own destiny in the new globalised economy.
